Training IAS Officers

                   Induction Training At LBSNAA
                      Reached on 2nd July 2017 at Lal Bahadur Shashtri National Academy of Administration(LBSNAA). Mr Mansoor H Khan, Course coordinator allotted me room number 301 in Indira Bhawan.  In this 119th Induction training, 62 participants took part (8 female and 54 male from 12 Indian states). The whole training is divided into three parts: four week at LBSNAA, one week Bhart Dharshan and one week foreign exposure visit to South Korea.
                     Our program was well designed for each slot. At LBSNAA, early in the morning we have to wake up at 5 am to join yoga or gym. I did yoga. Yoga instructor Mr Himanshu Sharma made us to learn many news yoga to keep ourselves fit physically fit. I used to go on feet from Indira Bhawan to Sport Complex which is about 1.6 Km away. This way along with Yoga, every day i did morning walk more than 3 Km. This recharged us physically.
                     At 9.30 our classes started. Every day, we have five classes each of 70 minutes with a break of one hour for lunch at 1.30 pm. For Four weeks ( Monday to Friday) we enjoyed lectures- interactive- on different topics related to Governance improvements. All guest speakers have vast experience so, we learn a lot.
                     Inputs are given on the best practice which we require to improve our efficiency and productivity to achieve good governance. Many new knowledge is given. Many best practices from other states are brought to our knowledge. We realized that some of our knowledge are not relevant so we delearned them and updated. 

                     On Saturday and Sunday, outing to nearby sites seen were organised.  We visited Kempty fall and Tipa Tila. Two cultural progam- Kauwali and song- were organised. Course coordinator  and his team gave us a family atmosphere to enhance our learning productivity. Housekeeping, caring, food , all were superb. It was a well managed training which have left a positive impression on all of us.  

2. Bharat Dharshan:
We left Mussoorie in the 2nd half of 28th July for Bengulu. I was in group third. This group have 20 members. I was treasurer of the group and Mr Sanjay Sinha was Group Leader. We both have to coordinate all tour planned and pay. I was given four lakh in cash to meet the expenditure. In Bengaluru, we styed in Capital hotel ( 
            On 29th July, first we went to BMTC ( to learn its working. Mr Bishwajeet IFS, director IT, and his team explained all details by a ppt presentation. Thereafter, we went to visit control room to see how they are monitoring the different activities. We enjoyed their delicious lunch too. This public sector is well managed and need to replicated in other states too as transport and traffic problem is giant issue before all of us.
              In 2nd Half, we visited Bruhat Bangalore Mahanagar Palike (
BBMP team under the able leadership of Deputy municipal commissioner gave a presentation in detail. Along with other domain, we leaned a lot about their Solid Waste Management activities. SWM is a model to be replicated in other states.

         On 30th July, we visited  akshayapatra foundation ( Mr Arun Kr operation manager detailed us about its working. This is a trust in the campus of Iskcon temple Banglore. (

We visited  Visvesvaraya Industrial and Technological Museum, Bangalore (VITM)
We left at 3 PM for Mysore and reached at 6 PM. We went straight to see Mysore Palace. Lightening was excellent to attract any. This is done weekly for two days and each day for two hours

31 July 2017

First we reached at 10 am to ATI Mysore as per plan. But due to miscommunication ATI was not prepared. ATI officials advised us to visit nearby famous temple. We went and visited temple and took blessings. 

After temple visit, we again came to ATI to participate in a program organised for Mizoram officers. 

  From ATI we went to Silk Factory. We saw live silk sari making process. Some of our participants purchased from sale outlet situated in factory.

After factory visit, we took lunch and went to visit Mysore Palace. We took a guide. He explained all details regarding its history. He told us that king was visionary and he started many new things long back- banking system.

 We reached around 4 pm to SriRangpatanam.  First of all, we visited Old temple. Thereafter, we went to visit devastated fort of Tipu Sultan. We saw place where his body was found. Finally, we saw tomb of Tipu Sultan where he along with family was buried. He was against the Britishers. He fought against them in the interest of our country. So, he enjoy respect as loyal to the country. 

Around 6 pm, we reached to Birindavan Garden. We moved around the park and saw the water fall. In last, we saw water music light and sound. Thereafter came infosys to stay night.

August 1, 2017
We left Infosys ECC 10 guest house at 9 am for Ooty. 
Around 12 we reached Mudugam Tiger Reserve forest in Tamil Nadu. Forest official took us on vehicle ride inside the deep forest for wildlife safari. We saw many varieties of wild life except tiger. It was good experience.

Around three we reached to Pykara Boating place. It is managed by forest  and TN tourism department.  We went deep inside the Jhil on motor boat for half an hour. It is well managed and attractive place- worth revisiting.

Around five PM we reached to Botanical Garden. Revenue officials took us all around  to this garden. It is well decorated and maintained. Garden was full of visiters.

Ooty Raj bhawan is adjacent to Botanical garden . We went to visit it. Assistant Director horticulture who is in charge of Rajbhawan met along with ADM. He explained all details and history about the Raj. Many historical paintings are showed to us. Design and collection is amazing.

Around 8 PM we reached to Zem Park Hotel. I satyed in room no 511.
2nd August:
1.Tea Garden:
We first went to visit Chamraj Tea garden. This is the oldest garden. This is a part of Chamraj group. Its turnover is about 55 cr. This company has its own tea farm about 1005 acre. Four kgs of leave make one kg of tea. This is totally mechanised factory. Leave first dried to removed moisture. There after it is cut into small size in steps. And Finally, it is dried at a temperature of 105 degree celcious. At this temperature color is changed from green to black. Then it is sieved to sort in different sizes. The bigger the size the better the quality. There is automatic separator which separates red color bad elements from black color tea.
The green is processed in a single day while black tea is done in two days. This company is exporting tea to Germany. No chemical is used. It is just process of tea leaves. Tea plants need around 22 degree celcious temperature. There should not be any water logging. Mild slop hills are the best location. Soil conditions are reddish. No snow fall in this area.

2. Rose garden: This garden is spread into 11 acre. It has 3000 Varieties of Roses. It is famous and well maintained. Tourist attractive spot and worth visiting.

3. Dodabetta:
This is the highest point of this mountain belt. They have Build a  double storied round watch tower. It is more than 8000 fts heights. It is good place to see all around- scenic beauty.

 August 3, 2017: We left Zem Park Hotel at 11 AM for Coimbatore airport ( to take flight at 7 PM for Delhi. We 9 participants from UP reached UPBhawan at 11 PM. Rooms were booked by LBSNNA. I was allotted room number 305.

Auguest 4, 2017 : We gathered at Civil Services Institute Vinay Marg New Delhi. Cabinet Secretary was Chief guest for this progarm. We asked questions. These were replied by Secretary DoPT Sir Ajay Mittal and Secretary DAR and PG. In end cabinet secretary Sri P K Sinha explained in details about governance and he replied on many practical aspects.

 We moved to Meet President Sri Ram Nath Kovid around 4 PM time alloted to us.

On August 5, in first half we visited National Museum Delhi ( It was worth visiting. Guide explained in details about all art-crafts kept over there. 

In the night of Aug 5-6 we took Ashiana Flight at 3 AM and reached Incheon airports Seoul ( on 6th Augest 2017

August 7, 2017 
Program started with open ceremony. Sri Vikram K Doraiswami IFS, ambassador of India to South Korea delivered his congratulatory remarks.
There after two lectures organised followed by lunch.
First was Korea's Development experience and second was Human resource development and education policy in Korea.

In second half first we went to visit Traffic information center.

August 8, 2017
In first two lectures were delivered:
First on Health care system in Korea and  Second was Waste management.
In 1989, they got 100% universal health coverage. They are generating electricity with waste. 
In second half  we visited National Center For Mental Health. 

We also visited Gangnam Community Resource Recovery Facility. 
 It works like a thermal plant. Waste is burnt to develop heat to generate electricity. They treat waste as resource rather than trash.

August 9, 2017
We left Hiltan hotel at 8am for KDI Located in Sejong. It took about two hours by bus to reach there.
Initially, we were delivered two lectures. One on Korean PPP and second on Korean Public Toilet Experience and its implications. We return by bullet train from Sejong to Seoul in evening. We expericenced bullet train ride (

August 10, 2017
In morning session we attended two lectures. One on  revolutionary approaches for sustainable transport and second on Global trends on Smart cities and Korean case. 
          After class we went to visit Incheon Free Economic Zone(IFEZ) (

We visited to Indian Embassy and Ambassador Vikram Doraiswami interacted and answered the questions of the participants regarding the working of the embassy.

We watched the Nanta cultural Show at 8PM.
August 12, 2017 
There was a single presentation on E governance and its evaluation- a study of Korea case. South Korea ranked one in UN E-Government Survey for many years. This is a model to learn how to use e governance productively.
After Class rap up  and feedback  to improve and revise the program. They took feedback on each site visit. They showed us a small clip of all visits.
Finally certificate distribution was done. LBSNAA and KDI both gave successful completion certificates. LBSNAA evaluated all participants by their own methods. I secured A. 

On 12 August 2017, we checked out Hilton Hotel at 9 am. First we visited Palace of Last king. Guide explained all minutes about the palace.

We visited National Museum. Here, guide told us that summer vacation is going on. Students visit  in every summer vacation with parents to know history and culture of the country to develop in them nationalism from early childhood.

 Finally, we reached Incheon Airport around 5PM to catch 8. 40 Asiana airline to fly back to India.
Thank you to Korea Development Institute( KDI) and Korea for our successful visit. I landed in India around 1 am on August 13, 20179( Sunday).

Guide apprised us that South Korea was ruled by dynasty till 1910. Japan annexed it into Imperial Japan in 1910. Korea was divided after its surrender in 1945. North Korean invasion led to the Korean war (1950-53).
In class we were told that in 1050s, it was very poor. But by 1070, it achieved universal primary quality education and by 1989 they achieved universal health coverage. This full fills Healthy Mind in Healthy body. Now main requirement of development (HR) is ready with quality human resource.
Koreans love environment- Water-Tree ( Pani and  Ped). They are very conscious about health and hard working.
I tried to find Indians in Korea. On facebook i found a group named Indian community in Korea ( I sent message about our training. Many responded and some came to  meet me in hotel.
After discussion with them, they told me10 best things as follows:
1. Best education System.
2. Nationalism by compulsory army service.
3. Dignity to Labour.
4. Best public toilet system.
6. Best women safety and their rights.
7. Connectivity to villages and small towns and 24x7 electricity supply. 
8. Local language promotion in basic education( in computers).
9. Best health care services.
10. Higher R&D budget from the government.
Above 10 are indicative. List is very long.
We all 62 people learned many new domains. We are inspired to see the big-big heights of developments. Moreover, we are energized to do things more efficiently and productively. Thanks to LBSNAA for this all to make it happen.
